First-Time Homebuyer Programs and Down Payment Assistance in Florida Explained
A friendly guide to Florida first-time homebuyer programs, down payment assistance, and how they work in Jacksonville and Northeast Florida in 2025.
First-Time Homebuyer Programs and Down Payment Assistance in Florida Explained
If you've been priced out of the sidelines and are ready to stop renting, there's good news: Florida has one of the more generous menus of first-time homebuyer programs in the country. Between state-run assistance through Florida Housing, county-level bond programs, and federally backed loans, most first-time buyers in Northeast Florida qualify for something. The trick is knowing which door to knock on first.
As a Realtor working every day in Jacksonville, Ponte Vedra Beach, Atlantic Beach, Neptune Beach, and St. Augustine, I've walked a lot of first-time buyers through this maze. Here's a plain-English breakdown of what's available in 2025 and how these programs actually play out in our local market.
Who Qualifies as a “First-Time Homebuyer” in Florida?
Here's a surprise for a lot of people: you don't literally have to be buying your very first home. Under most Florida Housing Finance Corporation (FHFC) programs, you're considered a first-time buyer if you haven't owned a primary residence in the past three years. That opens the door for renters, divorcees, military members returning stateside, and folks relocating from other states.
Beyond that, most programs require:
- A minimum credit score of 640 (some down payment assistance programs go up to 660+)
- Completion of an approved homebuyer education course
- Income within county-specific limits (varies by household size)
- Purchase price within program limits (currently up to around $541,000 in Duval and St. Johns counties for many programs)
- Intent to occupy the home as your primary residence
The Main Florida First-Time Homebuyer Programs
1. Florida Housing First-Time Homebuyer Program
This is the umbrella program from Florida Housing Finance Corporation. It offers 30-year fixed-rate FHA, VA, USDA, and conventional loans at competitive rates. The real value comes when you pair it with one of the down payment assistance programs below.
2. Florida Assist (FL Assist)
FL Assist offers up to $10,000 in down payment and closing cost assistance as a 0% interest, deferred second mortgage. You don't make monthly payments on it, but you'll repay it when you sell, refinance, or pay off your first mortgage. For a buyer looking in neighborhoods like Murray Hill, San Marco, or Nocatee, that $10,000 can be the difference between closing this year and waiting another 18 months.
3. Florida Homeownership Loan Program (FL HLP)
FL HLP provides up to $10,000 as a second mortgage at 3% interest, amortized over 15 years. Unlike FL Assist, you do make monthly payments on this one, but it can still be the right fit depending on your budget and long-term plans.
4. Hometown Heroes Housing Program
This is a favorite of mine because Jacksonville has so many qualifying professionals. Hometown Heroes offers up to 5% of the loan amount (capped at $35,000) for down payment and closing costs. It's open to Florida-employed workers in more than 100 professions — teachers, nurses, law enforcement, firefighters, active-duty military, healthcare workers, and many more. Given how many hospitals, schools, and military bases we have across Duval and St. Johns counties, this program has helped a huge number of local buyers get into homes in areas like Mandarin, Riverside, and Julington Creek.
5. FHA, VA, and USDA Loans
These aren't Florida-specific, but they're the workhorses behind most first-time buyer transactions here:
- FHA loans: 3.5% down, flexible credit requirements
- VA loans: 0% down for eligible veterans and active-duty service members — huge in Jacksonville given NAS Jax and Mayport
- USDA loans: 0% down in eligible rural areas, which includes pockets of western St. Johns County and parts of Clay and Nassau counties
How This Plays Out in Northeast Florida
Here's where local knowledge matters. The median sale price in Duval County is currently hovering in the mid-$300,000s, while St. Johns County (Ponte Vedra, St. Augustine, Nocatee) sits closer to the low $500,000s. That means the same program can feel very different depending on where you're shopping.
For first-time buyers looking to buy a home in Northeast Florida, I usually recommend starting with a lender who's experienced in Florida Housing programs — not every lender is approved to originate these loans, and the ones who are will save you serious time. If you're relocating and trying to figure out where your budget goes furthest, my relocation guide breaks down neighborhood price points across the region.
Some first-time buyer-friendly areas to consider:
- Argyle Forest & Oakleaf (West Jacksonville): Newer construction, often under program price caps
- Arlington & Southside: Established neighborhoods with entry-level pricing
- Murray Hill & Avondale: Character homes, walkable, still (sometimes) attainable
- St. Augustine Shores & World Golf Village: Great value in St. Johns County

How to Actually Apply
Here's the step-by-step I walk clients through:
- Step 1: Take a HUD-approved homebuyer education course (many are free and online, about 6–8 hours)
- Step 2: Get pre-approved with a Florida Housing-participating lender
- Step 3: Confirm which assistance programs you qualify for based on income, county, and profession
- Step 4: Start home shopping with a Realtor who understands these programs and their price caps
- Step 5: Submit your offer, close, and get the keys
The whole process usually takes 45–60 days from contract to closing, similar to a standard loan.
Common Mistakes to Avoid
- Assuming you don't qualify because you make “too much” — income limits are more generous than most people think
- Using a lender who isn't approved for Florida Housing programs
- Skipping the homebuyer education course until the last minute (it can delay closing)
- Waiving inspections on older Jacksonville homes just to get an offer accepted
- Forgetting to budget for property taxes and homeowners insurance — both meaningful in coastal Florida

Frequently Asked Questions
Do I really have to be a first-time buyer to qualify for Florida's programs?
No. Most Florida Housing programs define a first-time buyer as someone who has not owned a primary residence in the past three years. If you've been renting or moved from out of state, you likely qualify.
Can I combine down payment assistance with an FHA or VA loan?
Yes. Florida Housing's assistance programs like FL Assist and Hometown Heroes are designed to layer on top of FHA, VA, USDA, or conventional first mortgages, giving you access to up to $35,000 in help depending on the program.
What credit score do I need for Florida down payment assistance?
Most programs require a minimum credit score of 640, though some require 660 or higher. Your lender can help you understand which programs match your credit profile.
Is Hometown Heroes only for police and firefighters?
No. The Hometown Heroes program covers more than 100 eligible professions including teachers, nurses, healthcare workers, active-duty military, and many others. If you're a Florida-employed full-time worker, it's worth checking eligibility.
What Northeast Florida neighborhoods work best for first-time buyers using these programs?
Areas like Argyle Forest, Oakleaf, Arlington, Murray Hill, St. Augustine Shores, and parts of World Golf Village typically fall within program price caps and offer good value. Ponte Vedra and beachfront properties are usually above the caps, but there are exceptions.
